This links to a customized view of the "Mapping Inequality" project at the University of Richmond's Digital Scholarship Lab This project seeks to document and compile evidence of redlining in commercial mortgage lending, one of the clearest and most well documented forms of structural racism in American history. The Home Owners Loan Corporation was established by Franklin D. Roosevelt as part of the New Deal reforms after the Great Depression. While it established the modern home mortgage industry and enabled greater rates of homeownership, it also incorporated racially motivated lending practices into official government policy. These policies served to limit the access to mortgages for homes in predominantly black neighborhoods that were classified as high risk, and bar blacks from buying homes in predominately white neighborhoods. This application provides official historical maps and associated notes that illuminate these practices. Credit: Robert K.
