A harmonised SHA-2011 / GHED panel of health-financing structure for Europe, 2000–2023

Frozen, harmonised country–year panel of health-financing structure for 30 European countries (EU-27 plus Iceland, Liechtenstein and Switzerland), 2000–2023. Version 1 contains the Eurostat-derived layer (SHA 2011 financing-scheme shares, Gini, GDP per capita in PPS, old-age dependency) under CC BY 4.0, the splicing decision table, coverage and consistency audits, and end-to-end R and Python code that regenerates the WHO GHED-derived columns from the user's own GHED download and rebuilds the full panel, verified by SHA-256 checksums. WHO GHED raw values are not redistributed in version 1 pending confirmation of licence terms; see LICENSING.md and docs/ghed_reproduction.md.
