The interview transcripts were used to critically examines the neoliberal and paternalistic frameworks within which individuals are normatively perceived as entrepreneurial actors. This research scrutinizes the implementation of welfare conditionality and its implications for employment change, drawing upon qualitative research that examines the ethics and effectiveness of imposing behaviour conditionality in welfare policy. This study proposes an 'appropriate personalized approach' to policy implementation that recognizes the complex interplay between individual circumstances and broader social and gender realities. It argues for policy interventions that are empathetic and tailored. The research proposes for an epistemological shift towards considering beneficiaries' lived experiences and perspectives as central to understanding the efficacy of welfare programs. This research calls for protective measures that legitimize broader societal and individual interests, promoting a holistic understanding of welfare that encompasses labour protection, social citizenship rights, and community membership. It envisions state intervention as a flexible tool, capable of enhancing individuals' autonomy and facilitating their engagement in society, thereby fostering a more inclusive welfare system.
