An analysis of the implementation of India’s Anganwadi Services Scheme against UNICEF’s programme guidance for early childhood development

Malnutrition remains a critical public health issue in India, affecting millions of young children and posing a significant barrier to achieving optimal health and development outcomes. The Anganwadi Services Scheme, a flagship initiative in India, aims to combat malnutrition and support early childhood development (ECD) by delivering a range of health, nutrition, and educational services. This study examined the alignment of Anganwadi Services Scheme with UNICEF’s Programme Guidance for ECD, assessing its effectiveness in addressing undernutrition and developmental challenges among children under six.This study conducted a documentary review, analyzing government reports, evaluation studies, and academic literature, technical reports and other grey literature to evaluate the program’s strengths, limitations, alignment with international standards. Findings revealed that the Anganwadi Services Scheme demonstrated substantial strengths, including broad services coverage, a multisectoral approach, and flexibility in adapting to challenges, such as those posed by the COVID-19 pandemic. However, significant gaps existed, particularly in infrastructure quality, consistent service delivery, and training for frontline Anganwadi workers. Additionally, disparities in state-level funding contributed to uneven service access and quality across regions.Based on the findings, this study further examined the strengths and weaknesses of UNICEF's programme guidance for ECD in comparison to those of the Anganwadi Services Scheme, providing recommendations aligned with the World Health Organization’s six building blocks of health systems. The study concluded that strategic improvements in funding, infrastructure, and most importantly, workforce development were essential for the Anganwadi Services Scheme to maximize its impact in tackling undernutrition. Addressing these areas could strengthen the Scheme’s contribution to Sustainable Development Goal 2.2, aiming to end malnutrition and promote healthy development for India’s children.
