惠企政策采纳推演数据库于2025年7月至8月在北京构建完成,旨在模拟政府政策对不同类型企业的动态作用过程。数据集采购自第三方数据公司,结合公开政府公文和公告,涵盖企业注册与运营的脱敏数据及政策数据。数据采集通过公开渠道及合法合规方式完成,企业数据经脱敏处理,政策数据经结构化抽取后统一入库,数据量为4.3MB。在加工处理环节,实施数据清洗与标准化,处理重复记录,识别并评估关键运营数据的缺失与异常值,依据业务逻辑处理或标记。质量保证方面,设定数据质量阈值,对入库前数据质量量化评估,确保满足“惠企”政策分析等应用可靠性要求。数据集由六个核心表组成,包括不同规模企业表(Enterprise_large至Enterprise_micro)及政策表(Policy、PolicyDetail),体现企业异质性与政策多层级结构关联。该数据库支持政策仿真推演与模型训练,为政策制定提供科学依据,助力优化政策设计,提升政策实施效果,具有显著潜在利用价值与意义。
The Enterprise-Supporting Policy Adoption Deduction Database was completed in Beijing between July and August 2025, aiming to simulate the dynamic impact process of government policies on enterprises of various types. The dataset was procured from a third-party data company, integrating official government documents and public announcements, covering anonymized data on enterprise registration and operations as well as policy data. Data collection was completed through public channels and in compliance with laws and regulations: enterprise data was anonymized, and policy data was uniformly stored after structured extraction, with a total size of 4.3 MB. During the processing phase, data cleaning and standardization were implemented, duplicate records were handled, missing and abnormal values of key operational data were identified and evaluated, and corresponding processing or marking was conducted based on business logic. For quality assurance, data quality thresholds were set, and quantitative assessment of data quality was performed prior to storage, to ensure that the data meets the reliability requirements for applications such as enterprise-supporting policy analysis. The dataset consists of six core tables, including enterprise tables categorized by size (Enterprise_large to Enterprise_micro) and policy tables (Policy, PolicyDetail), which reflect enterprise heterogeneity and the multi-level structural correlation of policies. This database supports policy simulation and deduction as well as model training, provides scientific evidence for policy formulation, assists in optimizing policy design and improving policy implementation effects, and has significant potential utilization value and significance.
