MSRE fuel-salt redox dataset transcribed from ORNL-4658, with a research claim on estimation and predictive control of fuel-salt redox

This record archives (1) a one-page research claim and priority statement and (2) a dataset transcribed from ORNL-4658 (R. E. Thoma, Chemical Aspects of MSRE Operations, 1971): 16 numeric U3+/SigmaU assay values, 30 reductant/oxidant additions (23 beryllium), about 200 pump-bowl Fe/Cr/Ni analyses (1966-1969) and a log of 11 internal inconsistencies of the report. Values were read from the page images, cross-checked with arithmetic identities between the report's tables and spot-checked visually. The claim describes planned work: delay-aware Bayesian estimation and chance-constrained predictive control of molten-salt-reactor fuel-salt redox, validated retrospectively on MSRE data. When reusing the data, distinguish nominal, calculated and assayed U3+/SigmaU values (see 07_README_dataset.md).
