The 2019 redefinition of the SI base units relied on a 2017 CODATA special adjustment that forced a mathematical consensus between fundamentally disjointed macroscopic measurements of the Planck constant (h). The 4-sigma discrepancy between the most precise electromechanical (Kibble balance) and geometric (XRCD silicon sphere) measurements was historically attributed to localized engineering errors. This paper demonstrates that the observed divergences were not hardware failures, but rather the exact physical manifestation of a 2.5 parts-per-billion dimensional leakage in the underlying quantum topology. By applying a dynamically corrected true Planck action, h_true, we mathematically unify the raw datasets of the Canadian National Research Council (NRC) and the International Avogadro Coordination (IAC). Furthermore, we provide a cross-laboratory evaluation proving that the Kibble and Avogadro datasets perfectly predict one another when their respective dimensional constraints are applied. Finally, this paper proves that substituting h_true into the Rydberg denominator resolves the muonic proton radius puzzle without artificial curve fitting, and establishes the foundation for emergent gravity (G_true) via Venturi spatial pressure scaling. Author's Note: Max Planck was incredible. For what that man did with what he had to work with is amazing. Quantum processing has pushed the world to higher and higher precision.
