FY08: Managing mandatory dealer and harvester reporting in Maine

On January 1, 2008, the Maine Department of Marine Resources (DMR) began enforcing the new trip level reporting regulation for all Maine dealers buying from harvesters (primary buyers). In 2008 and 2009, staff hours were spent largely on entering the vast amount of data submitted, auditing data, following up on compliance problems with delinquent dealers, and answering questions from dealers who were trying to comply with the regulation. Staff also stepped up enforcement of the reporting regulation by involving Marine Patrol and issuing warnings or summonses to those who were delinquent in reporting. DMR also uploaded all paper data entered in MARVIN (DMR’s database that houses all catch data for the Department) to the ACCSP (Atlantic Coastal Cooperative Statistics Program) data warehouse.
