Hamilton Smith shared the 1978 Nobel Prize (with Daniel Nathans and Werner Arber) for the discovery of restriction enzymes. William Natcher (1909-1994) was a member of Congress and chaired the House Appropriations Committee during the years when funding for AIDS research at NIH was greatly expanded. Many researchers--including Nobel laureates--testified re: the need for more biomedical research funding during the 1980s.
