Regulations under the Local Government (Shires) Act 1905 required Shires to create a contracts register. (1) The regulations required that when tenders were called for works or the provision of services an annual single number was assigned. When a tender was awarded and the security bond and/or deposit was lodged by the contractor, it was entered in the contracts register together with full particulars of the contract including quantities and prices. Any alterations to the contract including extras, reductions or deductions were firstly to be authorised by the Shire Engineer and then entered into the register. Based on the information entered into the register, the Clerk was to prepare a report for Council each half-year regarding the progress of outstanding contracts. The Waugoola Shire Council Contracts register is the standard register used by Shires in conformity with the Regulations. Each entry is headed by the contact number and the riding and information concerning the awarding and progress of the contract is set out as follows: description and locality with date of tender, amount deposited, repayment of deposit, completion amount (as agreed and actual) and any penalties;name and address of contractor; schedule of tender showing quantities, description, price and amount;record of payments; particulars of authorised additions and deductions.Endnotes:(1) The Local Government (Shires) Act, 1905.
