Changes to Māori business population for 2025 The Māori business population for TUM 2025 consists of two subsets of Māori businesses: Māori authorities and other Māori enterprises. Tatauranga Umanga Māori Concepts – Stats NZ DataInfo+ provides definitions for both Māori authorities and other Māori enterprises. The number of Māori authorities and other Māori enterprises in this release has changed from previous releases due to improvements in population maintenance and incorporation of updated information from existing data sources. Therefore, the data here differs from data published in previous Tatauranga umanga Māori releases. Māori business identification Māori businesses can be identified via: self-identification through the Business Operations Survey (BOS), Business Register Update Survey (BRUS), and Agricultural Production Survey/Census (APS) self-identification through the New Zealand Business Number (NZBN) register IR tax code (Māori Authority (MA) or Māori Trust (MT)) third-party lists (Poutama Trust and New Zealand Māori Tourism (NZMT)) lists from government agencies (Te Puni Kōkiri (TPK) and New Zealand Customs Services (NZCS)) publicly available information on Post-Settlement Governance Entities (PSGEs) publicly available information on Māori businesses that are associated with known Māori business networks/organisations. Māori authorities are mainly identified via Inland Revenue (IR) tax code information. Some may also be identified via publicly available information. We also include data for businesses that are 50 percent or more owned by ownership group with Māori authorities. Membership lists were received from Poutama Trust and New Zealand Māori Tourism in 2016 and have not been updated in recent years. A list of Māori businesses was provided by Te Puni Kōkiri in 2024. An updated list of Māori business was received from New Zealand Customs Services in 2026 and was included in the population for TUM 2025. Collection of self-identification in the BOS started in 2015 and is limited to businesses covered by and responding to the BOS. BOS covers businesses with at least 6 employees. Self-identification questions were added to the NZBN register in April 2021. In 2022, the self-identification questions were added to the BRUS and the APS. These questions were also included in the BRUS and APS from 2023 onwards. Population limitations Not all units in our Māori business population can be matched to the data from the various sources used for Tatauranga Umanga Māori. Each dataset has a specific population scope. Different surveys may exclude specific industries, sectors, or size of business from their population. Therefore, the population of relevant Māori businesses may differ between data sources. Additionally, some units may not have been selected for a specific survey, may have missing data, or were not matched to the dataset. Stats NZ is continuing to engage with Māori business networks and iwi organisations to explore the use of third-party lists for expanding the TUM population. This will help to ensure that the statistics we produce are representative of the Māori business population. en-NZ
