The field of behavioral epigenetics and its role in brain development represent a paradigm shift in our understanding of nature versus nurture. However, the field is currently hindered by significant terminological fragmentation and conceptual overlap between "epigenetic inheritance," "epigenetic regulation," and "environmental programming." Researchers frequently conflate molecular markers (e.g., DNA methylation) with stable behavioral outcomes without defining the causal intermediates. This document presents the SERNA Conceptual Standard for Epigenetics of Brain Development (SCS54), a unified theoretical framework designed to standardize definitions and model the causal pathways of experience-dependent gene expression. SCS54 establishes 12 canonical terms (SCS54-T01 through T12) that strictly differentiate between chromatin remodeling, transgenerational effects, and neurodevelopmental windows. The standard introduces the Molecular-Environmental Programming (MEP) model, which incorporates 10 testable hypotheses (SCS54-H01 through H10) mapping the bi-directional relationships between early life stress, methylation patterns in the HPA axis, and long-term neural plasticity. By resolving 8 documented field inconsistencies—such as the "Reversibility" of epigenetic marks—SCS54 provides a rigorous foundation for cumulative science in molecular neuroscience and developmental psychopathology.
