Position Paper on Enhancing Public Participation in County planning and Budget process in Kenya

For Kenya's decentralized governance structure, increasing public engagement is still a top concern. The right of citizens to participate in choices that impact their lives is guaranteed by the Constitution, but its actual application has been uneven and, in many cases, essentially ineffectual. According to studies, participation is frequently carried out as a legal requirement rather than as a significant forum for citizen participation (Transparency International Kenya, 2018). Therefore, county priorities, planning procedures, and budgetary decisions are rarely influenced by public participation. From a strategic standpoint, sincere involvement guarantees that county finances and programs address actual community needs. Counties are better able to distribute resources efficiently and carry out initiatives that enjoy widespread public support when residents participate in the process of determining priorities. Economically speaking, meaningful participation increases value for money, decreases waste, and strengthens accountability—especially in a setting when public resources are few. Socially, involvement ensures that women, young people, and people with disabilities are included in county decision-making, promoting equity and inclusion.
