Actor Participation in the Arctic Council (1998–2025)

This dataset covers 25 years of participation in 171 Arctic Council meetings, including Ministerial, Senior Arctic Officials (SAO), and selected working, expert, and task force groups (Protection of the Arctic Marine Environment (PAME), Arctic Monitoring and Assessment Programme (AMAP), Emergency Prevention, Preparedness and Response (EPPR), Task Force on Telcommunications Infrastructure in the Arctic (TFTIA), Task Force on Arctic Marine Cooperation (TFAMC), and Task Force on Black Carbon and Methane (TFBCM)). It includes various types of actors such as member states, permanent participants, observer states, and invited entities from 1998 to 2025. It can be used to analyze the institutional dynamics of the Arctic Council and the role of its observers, and it is also applicable to comparative analyses with other international organizations. Knecht (2017) was the first to track stakeholder participation in Arctic Council meetings. While the ArcticPart dataset examines similar institutional dynamics, it was created entirely independently and offers a broader set of variables, systematizing information with a focus on actual participation rather than just formal status. Several errors from the previous dataset were also corrected.
