KENYA AT A POLITICAL CROSSROADS: GENERATIONAL AWAKENING, STATE CAPTURE, AND DEMOCRATIC RECONFIGURATION Kenya in the mid-2020s is experiencing a decisive political moment shaped by governance failures, economic hardship, and the entry of Generation Z into active political life. Born between 1997 and 2012, this generation grew up in a digital world and was often assumed to be politically disengaged. That perception changed in 2024 when the Finance Bill triggered unprecedented protests. The bill proposed significant tax increases during a period of high unemployment, inflation, and rising living costs. For Generation Z, this was not merely a tax issue but a symbol of a government disconnected from the realities of ordinary citizens. Organized through social media platforms such as Twitter, TikTok, and Instagram, young Kenyans coordinated protests without central leadership. They framed their actions around transparency, accountability, and rejection of elite capture. This approach departed from traditional Kenyan politics, which has long revolved around ethnic alliances and personality-driven campaigns. The roots of today’s unrest lie in a complex historical trajectory. During colonial rule, African political participation was suppressed through restrictive laws and state violence. Independence in 1963 brought hopes of freedom, but the administrations of Jomo Kenyatta and Daniel arap Moi maintained centralized power and limited dissent. Opposition parties were banned, and critics were detained or exiled. The 1990s saw the return of multi-party politics after intense domestic and international pressure, but elections remained marred by manipulation and violence. Economic liberalization under Structural Adjustment Programs deepened inequality, weakened public services, and left many young people in insecure livelihoods. The 2010 Constitution promised a new era. It guaranteed freedoms of expression, association, and assembly, created 47 county governments, and established independent commissions to fight corruption and protect rights. Yet implementation has been uneven. Corruption persisted, public participation was often tokenistic, and political interference weakened independent bodies. In the early 2020s, heavy public debt, high unemployment, and the impact of the COVID-19 pandemic intensified frustration. The Finance Bill became the final spark for a generation already burdened by limited opportunities and high costs of living. Generation Z’s activism represents a shift from episodic electoral participation to continuous civic engagement. They challenge the dominance of ethnic patronage and seek policy-based governance. Their horizontal organization makes co-option difficult but also presents challenges in sustaining long-term influence. The state may respond with repression or disinformation, and translating protest energy into policy change will require strategic engagement with institutions.
