Evidaxis Genesis is a hand-curated seed coverage map and method baseline, not a leaderboard, not a census, and not a ranking; a system not listed is undefined, never judged not-rising. It seeds the measurement apparatus over a deliberately small, bounded public-source set (GitHub commit-velocity, OpenAlex citation-momentum) across three cohorts. Because the genesis set is curated by hand rather than sampled from a population, no count here is a denominator over the field: the numbers describe the seed, not AI. A strict two-axis convergence gate cannot resolve at a single t=0 observation point by construction, so an empty Rising tier at genesis is the expected, correct behaviour of the gate and the output a gate not tuned to flatter would produce, not a finding about the field. Of the curated seed of 19 systems (2 of them mature incumbents kept only to calibrate cohort baselines), 5 entered Watch and Rising is 0 with no rate defined, because Rising requires a sustained window genesis definitionally cannot yet have. Absence and observed-but-not-Rising carry identical, purely temporal meaning: not yet resolvable, never a negative on any named system, and no individual non-member is named. This is the first observation point of coverage epoch 0; future expansion creates new epochs and comparability notes rather than rewriting or re-judging these counts. The artifact is typed evidaxis:SeedCoverageSnapshot, carries no rank, and is a bounded curated seed, not a census of AI.
