First-wave EU remote-QSCD-management census (trusted-list snapshot)

A structural census of granted remote qualified signature/seal creation device management services (RemoteQSigCDManagement/Q, RemoteQSealCDManagement/Q) across European Union national trusted lists, captured at the snapshot date 2026-06-27, with the time-stamped watch telemetry that tracked the first wave of grants and the build script that regenerates the census from raw trusted-list XML. Contents. The census (rqscd-census-clean.tsv) holds 124 granted remote-QSCD-management entries (73 signature, 51 seal). The watch log (rqscd-watch-events.jsonl) holds 232 time-stamped events (172 service_added, 60 service_removed) over 2026-06-16 to 2026-06-28. A machine-readable summary (rqscd-census-summary.json) and the build script (build_census.py) are included. Unit of analysis. EU national trusted lists frequently list the same named service once per signing certificate, so a raw entry count overstates distinct offerings. This dataset reports BOTH units: 124 trusted-list entries collapse to 70 distinct named services across 39 QTSPs in 10 countries. Each entry carries an identity fingerprint so the entry-to-named collapse is fully auditable from the data. Scope and claim ceiling. This is a pure structural observation of public data at the snapshot date. It is not trusted-list validation, a supervisory finding, a legal-status determination, or signature verification. It supports statements about the trusted-list footprint (in both units) and the temporal order of first-wave grants; it does not support claims about market share, volumes, conformance, security, or legal validity. Listed status is not a quality judgement, absence is not evidence of absence, and all counts should be cited with the snapshot date 2026-06-27.
