Adaptive Water Governance Survey Dataset for Azerbaijan: Governance Coordination Index (GCI) Assessment (2026)

This dataset contains the governance survey data used to calculate the Governance Coordination Index (GCI) within the Adaptive Integrated Water Governance Model for Azerbaijan (AIWGM-AZ). The survey includes 52 valid responses and evaluates four governance dimensions: Policy Coordination (PC), Institutional Coordination (IC), Data Coordination (DC), and Adaptive Capacity (AC). The dataset contains raw survey scores, normalized indicators, and the resulting GCI values used in the study "Adaptive Integrated Water Governance Model for Azerbaijan: Assessing Water Management Adaptation Pathways under Climate Stress Conditions".
