市域治理（一网统揽综合慧治平台）建设

基于大数据、AI、物联网等新技术，以突破治理问题为目标，搭建“数据汇聚、动态感知、权责清晰、高效协同、精准指挥、决策有据”的一网统揽综合慧治平台，贯穿“市、县区、镇街”多级指挥中心，实现与“社区-网格”的四级联动，横向连通各职能部门，有效整合党员、网格员等多元主体及城管、综治、环保等治理领域，形成“横向到边、纵向到底、高效运转”的社会治理体系。（1）数据汇集共享：通过数据要素的应用，整合应急、交通、公安、政务等平台的基础数据，构建集数据可视化、数据分析、数据检索、视频分析等功能于一体的“数字底座”，围绕重点业务场景，加强数据采集汇集，通过构建算法模型，开展挖掘分析，努力创新指挥调度、综合运行管理模式，辅助科学决策。（2）综合运行：汇聚各行业的指标数据，综合展示全市、县区及各行业的运行状况，提供总体态势、重大项目、经济运行、政务服务多个专题应用，通过数据反应全市、县区发展情况，通过数据穿透、图形化，聚焦展示不同专题的详细信息，为市域治理提供抓手。（3）智能分析研判：基于大数据分析、通过智能感知模型，洞察久而未决、敏感诉求、持续高发等问题，识别潜在风险,辅助领导决策。

This dataset is developed based on new technologies including big data, artificial intelligence (AI), and the Internet of Things (IoT), with the goal of resolving governance issues. It constructs a comprehensive smart governance platform with one-network unified oversight, which follows six core principles: data aggregation, real-time perception, clear accountability and authority, efficient collaboration, precise command, and evidence-based decision-making. The platform spans multi-level command centers at the municipal, district/county, and township/street levels, and realizes four-level linkage with community-grid units. It horizontally connects all functional departments, effectively integrates multiple stakeholders such as Party members and grid supervisors, as well as governance fields including urban management, comprehensive social governance, and environmental protection, thus forming a social governance system that "covers all horizontal dimensions and vertical levels, and operates efficiently".

(1) Data Collection and Sharing: By leveraging data elements, basic data from platforms such as emergency management, transportation, public security, and government services are integrated. A "digital base" integrating functions including data visualization, data analysis, data retrieval, and video analysis is built. Focusing on key business scenarios, data collection and aggregation are enhanced. Algorithm models are constructed to conduct mining and analysis, and efforts are made to innovate command and dispatch as well as comprehensive operation management models, so as to assist scientific decision-making.

(2) Comprehensive Operation: Indicator data from various industries are aggregated, and the operation status of the entire city, districts/counties, and all industries is comprehensively displayed. Multiple thematic applications are provided, covering overall development situation, major projects, economic operation, and government services. The development status of the city and districts/counties is reflected through data, and detailed information of different themes is focusedly displayed via data penetration and graphical visualization, providing a practical grip for municipal governance.

(3) Intelligent Analysis and Judgment: Based on big data analysis and through intelligent perception models, long-standing unresolved issues, sensitive demands, and frequently occurring problems are identified, potential risks are detected, and leadership decision-making is assisted.
