Qualitative and quantitative data underlying the Delphi Study on Performance Levels and Competency Standards - Transversal Competency Assessment Aircraft Maintenance Training

<strong>Background of this study: </strong>This dataset contains qualitative and quantitative data from a Delphi Study conducted in 2024 with an international expert panel in Aviation Maintenance. The aim of this study is to define competency standards, performance levels and assessment conditions for three transversal competencies and four corresponding observable behaviours from ICAO’s Competency Framework for Aircraft Maintenance Personnel (International Civil Aviation Organization Document 9868, 3^rd edition). Additionally, during this Delphi Study, the knowledge, skills, and attitudes, as well as the levels of responsibility and autonomy associated with each observable behaviour, were explored. This analysis aimed to determine the necessary training and assessment levels for these competencies within the European Qualification Framework.The following Competencies and observable behaviours are involved:·       Competency 2 - Work Management: ‘<em>Manage available resources efficiently to prioritize and perform tasks in a safe and efficient manner’ </em>specifically focusing on OB 2.10 ‘<em>Manages environmental stress, interruptions, distractions, variations and failures effectively’.</em>·       Competency 8 – Teamwork: ‘<em>Operate safely and efficiently as a team member</em>’ specifically focusing on OB 8.1 ‘<em>Fosters an atmosphere of open communication’</em>, and OB 8.12 ‘<em>Anticipates and responds appropriately to the needs of others’.</em>·       Competency 11 – Communication: ‘<em>Communicate effectively in all situations and ensure clear and common understanding’</em>, specifically focusing on OB 11.4 ‘<em>Maintains situational awareness when selecting method of communication, speaks clearly, accurately and concisely’.</em> The Delphi Study consisted of four rounds; one qualitative round with semi-structured interviews, and three supplemental rounds collecting both qualitative and quantitative data using surveys. <strong>Human Research Ethics</strong>The Human Research Ethics Committee of the TU Delft approved this study, reference nrs 3879 (surveys) and 4045 (interviews). Each Survey contained an informed consent stating that the data would be archived for long term storage at 4TU.Research Data under restricted access.<br>More background is provided in the README file.

· 能力11——沟通交流（Communication）："在各类场景下开展有效沟通，确保达成清晰且一致的理解"，重点聚焦OB 11.4（可观察行为11.4）："选择沟通方式时保持情境感知，表达清晰、准确且简洁"。

本次德尔菲研究共包含四轮流程：第一轮为定性研究环节，采用半结构化访谈形式；其余三轮为补充环节，通过问卷收集定性与定量数据。

**人类研究伦理审查：**
代尔夫特理工大学（Technische Universiteit Delft，TU Delft）人类研究伦理委员会已批准本研究，审批编号分别为3879（问卷研究）与4045（访谈研究）。
每份问卷均包含知情同意书，其中明确数据将被存档于4TU.Research Data平台进行长期存储，并采取受限访问模式。
