He can be seen holding the device over an opening in the drum, presumably preparing to drop the measuring tape into the opening, in order to check the level of oil inside the tank. The area surrounding the opening appears to be stained with oil. A ladder can be seen behind the man, and two other oil drums can be seen in the background.
