A central question in the European interest group literature concerns the differential abilities of interest groups to mobilize for political action. Of particular concern is the possibility that mobilization is biased toward business interests. We add to this literature by investigating whether any business bias differs between the regional, national, and supranational levels of the political system. To investigate business bias empirically, we map the interest group population of the German state of Baden-Württemberg and then trace which of these groups are present in the respective lobby and transparency registers at the three levels there. Controlling for policy areas, our analysis reveals: First, a mobilization bias in favor of business interests exists at all three levels, weakest at the EU level. Second, controlling for policy areas reduces this bias at all levels. Third, the bias varies significantly across policy areas at the Land and Federal levels, but not at the EU level.
