CivicBinder Municipal Web Accessibility Index — ADA Title II readiness scans of US local-government websites

Homepage accessibility scans of US local-government .gov websites, run with axe-core against the WCAG 2.0/2.1 A and AA rule set referenced by the DOJ ADA Title II web rule. Each row records the entity, its state and population, its Title II deadline tier, serious/critical/total violation counts, the top failing axe rules, and an A–F grade. This snapshot covers 197 scanned sites (axe-core 4.12.1, scans of 2026-08-01). Methodology. The live homepage of each entity's .gov site is scanned with axe-core (version recorded per row). Each site is graded on the count of serious and critical failures: A — no serious or critical failures detected; B — no critical failures, at most 2 serious; C — 10 or fewer serious-or-critical failures; D — 11 to 25; F — more than 25. Automated checks find a subset of WCAG 2.1 AA, so an A grade means no failures were detected, not certified conformance. Deadline tiers. Under the DOJ ADA Title II web accessibility rule, public entities serving a population of 50,000 or more must conform by April 26, 2027; smaller entities and special district governments by April 26, 2028.
