As defined in the Law of the People's Republic of China on Standardization, standards refer to unified technical requirements applicable to sectors including agriculture, industry, the service industry, and social undertakings. As a universal normative framework, standards play a pivotal role in the rational utilization of national resources, guaranteeing product quality, enhancing market trust, facilitating commodity circulation, safeguarding fair competition, and ensuring safety, among other aspects. They constitute a critical technical system for regulating economic and social development. Especially with the deepening of economic globalization, standards have become a fundamental element of a country's core competitiveness. Following product competition and brand competition, standard competition has emerged as a form of competition with deeper levels, higher benchmarks, and greater impact. In standard selection, the general priority order is as follows: national standards, followed by industrial standards, local standards, and group standards. National and industrial standards shall take priority when they exist; social organizations may independently develop group standards in the absence of national or industrial standards. However, group standards formulated when national or industrial standards are already in place must be more stringent than the corresponding national or industrial standards; any group standard with technical indicators lower than the national or industrial standards shall be deemed invalid.
