司库管理平台“天翼云”作为底层架构，自主研发，具有中国电信一站式上云用云专业运营服务能力，打造账户管理和监控、资金集中管理、资金预算管理、资金结算、票据管理、融资管理、授信担保管理、应收账款清收、供应链金融管理能力。对内优化资金审批、资金支付、资金对账、资金预算、资金监管；封装统一账户管理、统一资金支付、统一资金预算、统一风险管理、统一资金数据等服务能力，同时一点承接一站式服务处理，对内贯通和集成跨域系统、对外互联金融机构和监管部门，为金融资源运作、安全监控、信息共享及战略决策提供系统支撑，建立资金业务标准化内控机制。

The treasury management platform 'Tianyi Cloud', independently developed and adopted as the underlying architecture, has the professional operation and service capabilities of China Telecom for one-stop cloud access and cloud utilization. It is equipped with core capabilities including account management and monitoring, centralized fund management, fund budget management, fund settlement, bill management, financing management, credit guarantee management, accounts receivable collection, and supply chain financial management. Internally, it optimizes processes such as fund approval, fund payment, fund reconciliation, fund budget and fund supervision; it encapsulates service capabilities including unified account management, unified fund payment, unified fund budget, unified risk management and unified fund data. Meanwhile, it supports one-stop service processing through a unified entry point, connects and integrates cross-domain systems internally, and interconnects with financial institutions and regulatory authorities externally. It provides systematic support for financial resource operation, security monitoring, information sharing and strategic decision-making, and establishes a standardized internal control mechanism for fund businesses.
