PAYT-linked service transitions and recorded residual waste in Dutch municipalities - results replication package

This deposit contains the complete results replication package for “PAYT-linked service transitions and recorded residual waste in Dutch municipalities”. The author identity is withheld for peer review. The study evaluates PAYT-linked municipal waste reforms in the Netherlands while distinguishing the first documented operational-transition year from the first complete paid calendar year. The primary analysis covers 20 municipalities that satisfy documented timing, continuity, outcome-support and comparison-support requirements. It combines an equal-case stacked difference-in-differences estimator with municipality-and-year fixed-effect outcome imputation. Uncertainty calculations accommodate repeated use of comparison municipalities and dependence among treated municipalities sharing a waste-service provider. A separate analysis of 21 municipalities in Emilia-Romagna is included as an assumption-sensitive external comparison; no pooled cross-country effect is reported. The package reproduces Main Tables 1–3, Main Figures 1–3, Supplementary Tables S1–S14, Supplementary Figures S1–S4, and the numerical claims reported in the text. It includes official-source data that may be redistributed, analysis-ready panels, documented policy and sample-design files, full-precision estimator outputs, one consolidated table workbook, seven vector figure files, and a registry linking reported quantities to their source files and fields. Two one-command routes are supplied. The first rebuilds the processed panels from the deposited, redistributable official quantitative source files, uses the supplied researcher-coded policy and design files, and then reproduces all results. It does not automate the documented human review underlying those policy and design files. The second begins with the supplied processed panels and design files and reruns estimation, inference and reporting. Rijkswaterstaat tariff reports and municipality or service-provider documents whose terms do not clearly authorize republication are represented by public source locators, evidence notes, optional acquisition code and an extraction aid. The estimated object is the PAYT-linked tariff-and-service package experienced by households, not an isolated marginal-price coefficient. The outcomes are administratively recorded municipal waste; a reduction in recorded residual waste does not by itself establish an equal reduction in physical waste generation. The README, data-source guide and codebook document the reproduction commands, data provenance, field definitions and interpretation limits.
