There is an increasing interest among service providers in deploying converged IP networks, which provide cost-effective, flexible, and efficient solution for both customers and service providers. However, this has raised many security concerns as VoIP runs over IP shared networks. Any service using an IP network requires a certain extent of security. VoIP traffic is time-sensitive and exhibits a bounded quality of service requirements such as delay, jitter, and packet loss. With this in mind, it is essential to ensure that the addition of more services on VoIP does not degrade this quality of service parameters. Hence, this study aims to discover the codec that efficiently balances well using three experiments and meets the ITU VoIP quality recommendations. Three VoIP codecs, namely G.711.1, G.723.1, and G.729.3, were evaluated on three different experiments, namely GRE, GRE with IPsec, and IPsec. The experimental study took place under Graphic Network Simulator (GNS3) integrating other software like the VMWare workstation, which hosted the Ubuntu Linux 16.04LTS. This study adopted the Distributed Internet Traffic Generator (D-ITG) for performance measurement and evaluated QoS criteria such as delay, jitter, and packet loss. All the experiment took place within the GNS3 environment. The duration of the experiments were 120 s and 180 s with an Inter-Departure time of 100 – 1000 packets per seconds and a packet size of 100 – 1000 bytes. The result of the study proved that G.723.1 and G.729.3 codec efficiently balanced well on the three experiments.
