PROBLEM TO BE SOLVED: To effectively utilize resources by crushing a package consisting of a packaging bag， separating the crushed material based on the size without relying on human hands， and recovering waste paper from the residue. SOLUTION: A method for producing waste paper pulp from a packaging bag provided with a plastic bag inside an outer paper bag， comprises: crushing the packaging bag by a one-axial crusher 10 to crush the paper bag and the plastic bag; crushing at least the crushed paper by a two-axial (multiple axes) crusher 20; and supplying the crushed material to a waste paper pulp manufacturing process to use it as a raw material.
