Aging infrastructure is best managed using data from structural health monitoring and inspections. However, investing in such data should be justified before adoption. The benefit this data provides, known as the Value of Information (VoI), helps determine whether the cost is worthwhile. Existing VoI methods often overlook how risks are perceived and how decisions are made after information collection—both critical for accurate VoI estimation. This can lead to sub-optimal data collection. This thesis improves VoI quantification by integrating these factors. Moreover, tailored VoI frameworks are developed for post-earthquake bridge assessments, reassessment of ship impact risk for waterway bridges, and bridge network maintenance under budget constraints.
