"This document is a targeted supplemental environmental assessment (TSEA) for the National Oceanic and Atmospheric Administration's (NOAA) Community-based Restoration Program (CRP), administered within NOAA's National Marine Fisheries Service under the authority of the Fish and Wildlife Coordination Act, 16 U.S.C. 661, as amended by the Reorganization Plan No. 4 of 1970 and the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006. The CRP is proposing to provide financial assistance to a restoration activity entitled 'Lower Shannock Falls Dam Removal Project, ' through the American Recovery and Reinvestment Act (ARRA). Other financial assistance for the project is being provided by the Natural Resources Conservation Service (NRCS), United States Fish and Wildlife Service (USFWS) and Rhode Island Coastal Habitat Trust Fund.
