This repository contains Appendix A1: GCC AI Activities Codebook, a structured dataset of 47 publicly announced artificial intelligence (AI) initiatives across the six Gulf Cooperation Council (GCC) states—Saudi Arabia, UAE, Qatar, Kuwait, Bahrain, and Oman—spanning January 2017 to April 2025. The codebook supports both empirical tracking and theory-informed analysis of AI developments tied to workforce and capability building. Each entry captures: Year of activity Headline initiative Lead organizations or agencies Key outcomes Source reference Initiatives are tagged using a Socio-Technical Systems (STS) framework to assess how efforts align across three domains: Technical (HPC infrastructure, LLMs) Social (raining programs, AI academies) Environmental (localization, megaproject context) Organized by country and chronology, this curated dataset allows researchers and policymakers to: Benchmark AI policy trajectories Evaluate joint socio-technical optimization Identify sectoral focus areas and strategic gaps An overall 72% dual-tag alignment rate suggests widespread efforts to balance tech deployment with human capital development—though depth and design maturity vary by state. Usage Notes: Includes only publicly verifiable and workforce-relevant initiatives explicitly mentioning AI/ML. Excludes internal R&D, classified defense projects, and short-term activities unless formally announced. Some entries may reflect evolving strategies as of April 2025.
