PROBLEM TO BE SOLVED: To provide a method for manufacturing a security paper for use in enhancing data security without requirement of a large amount of water. SOLUTION: A sheet manufacturing apparatus 100 comprises a web forming unit 102 which accumulates fiber-containing raw material in a gas to form a second web W2， an arrangement unit 30 which arranges a magnetic material in the second web W2 during transportation of the second web W2， and a processing unit 80 which processes the second web W2 with the magnetic material arranged into a sheet.
