Review of NOAA's ocean services in the context of the Northwest Ocean Service Center

The Northwest Ocean Service Center, located at the NOAA Sand Point Facility in Seattle, was established as a prototype center to improve the delivery of existing marine products and services by providing a "one-stop'' center for the public. The team was also requested to look at the special issues of user fees, and the role of the private sector, as these issues pertain to Ocean Service Centers.
