鲜水河断裂带位于青藏高原东缘,是中国大陆内部地震活动性最强的大型活动断裂带之一。大量研究证据表明,该断裂带未来几十年内发生破坏性强震的风险较高。规划建设的CZTL国家重大基础设施工程将在康定折多山地区直接穿越鲜水河活动断裂带。为服务CZTL规划建设,在中国地质调查局和国家自然科学基金委项目的资助下对鲜水河断裂带开展了多学科综合调查和研究,确定了鲜水河断裂带雅拉河段、色拉哈段、折多塘段等各条分支断裂的精细几何展布、构造变形特征、晚第四纪活动速率和地震危险性;精确厘定出原CZTL规划路线XX隧道穿越宽约1300m、具高应力特征和潜在超强破坏力的色拉哈断裂挤压阶区,严重影响铁路建设和运营安全;首次在色拉哈断裂和折多塘断裂之间木格措南侧的折多山花岗岩体内部发现了一条具有走滑-正断性质的全新世活动断层带,并将其命名为“木格措南断裂”。根据上述发现和研究成果,提出了CZTL线路调整和工程防范建议,促成铁路设计单位对规划线路进行了局部优化和调整,并将新发现的木格措南断裂作为全新世活动断裂对待,制定了相应的工程防范措施和突发情况下的备震抢救预案,有效服务了CZTL国家重大工程规划和建设。
The Xianshuihe Fault Zone, located on the eastern margin of the Tibetan Plateau, is one of the largest active fault zones with the strongest seismic activity in mainland China. Numerous research evidences indicate that this fault zone has a high risk of destructive strong earthquakes occurring in the coming decades. The planned major national infrastructure project CZTL will directly cross the Xianshuihe Active Fault Zone in the Zheduoshan area of Kangding. To support the planning and construction of CZTL, with funding from projects of the China Geological Survey and the National Natural Science Foundation of China, comprehensive multidisciplinary investigations and studies have been conducted on the Xianshuihe Fault Zone, and the fine geometric distribution, tectonic deformation characteristics, late Quaternary activity rates, and seismic risks of each branch fault (including the Yalahe section, Selaha section, Zheduotang section, etc.) of the Xianshuihe Fault Zone have been determined. It was accurately identified that the originally planned XX Tunnel of CZTL crossed the Selaha Fault compressional step zone with a width of approximately 1300 meters, high stress characteristics, and potential super destructive force, which seriously threatened the safety of railway construction and operation. For the first time, a Holocene active fault zone with strike-slip-normal faulting properties was discovered within the Zheduoshan granite massif south of Mugedzo, between the Selaha Fault and Zheduotang Fault, and it was named the "Mugedzo South Fault". Based on the above discoveries and research results, suggestions for CZTL route adjustment and engineering prevention were proposed, which prompted the railway design unit to partially optimize and adjust the planned route, treat the newly discovered Mugedzo South Fault as a Holocene active fault, formulate corresponding engineering prevention measures and emergency earthquake rescue plans, and effectively supported the planning and construction of the major national CZTL project.
