Governance-First Engineering for Commons Infrastructure

Modern commons-oriented technical projects repeatedly fail not due to insufficient innovation, but due to premature scale, governance collapse, and systemic capture by extractive incentives. This paper argues that governance architecture must precede scale, that systems thinking (per Donella H. Meadows) is non-optional, and that safety inheritance must be treated as a structural invariant rather than an ethical aspiration. The Commons Initiative is presented as a deliberately bounded, governance-first engineering framework designed to remain legible to academic and institutional review while remaining structurally incompatible with extractive, enclosure-driven systems. This document introduces no new technical capabilities. Its purpose is clarification, boundary-setting, and co-option resistance through architecture rather than rhetoric.
