Framework adjustment 52 to the Northeast Multispecies FMP Framework Adjustment 52 to the Northeast Multispecies Fishery Management Plan and RIN 0648-BE22

"This framework (Framework Adjustment 52, FW52) is intended to revise the accountability measures (AMs) for the groundfish fishery for the northern and southern windowpane flounder stocks. Revisions to the AMs could be applied retroactively for FY 2014 or any overages that occurred prior to FY 2014, where appropriate (i.e., AM would be revised in-season during FY 2014). The need for this action is to modify management measures in order to ensure that overfishing does not occur consistent with the status of stocks and the requirements of MSA of 2006, and to minimize the economic impact of the current accountability measure for windowpane flounder. The purpose is to revise the groundfish fishery accountability measures for the northern and southern windowpane flounder stocks."--Executive summary (page 3).
