The purpose of this handbook is to provide commercial fishery participants with an overview of the Northeast Fisheries Observer Program—its objectives, approach and requirements for observed fishing trips. This document ofers brief summaries of a range of observer-related requirements, along with references to the specifc policies, memoranda, documents and/or reports that relate to each.
