A system dynamics model was created to characterize water user interactions and causal relationships in the Lower Rio Grande Valley which serves as a decision support tool by simulating future reservoir supply under varying management and policy “what-if” scenarios. Cooperation amongst competing users was highlighted as one of the most high-leverage strategies for future water supply resilience.
