Institutional AI Policies in Ukrainian Higher Education: Dataset of Universities and Policy Documents (2023–2025)

This dataset provides a structured and curated register of institutional policies regulating the use of generative artificial intelligence (GenAI) in Ukrainian higher education institutions. The dataset includes 23 universities and presents standardized metadata for each institution, including: official English name of the university; title of the policy document (translated into English where necessary); date of formal adoption; direct link or DOI to the document. The dataset was compiled through a systematic search of official university websites, repositories, and publicly available нормативні документи. Inclusion criteria required that documents:(i) explicitly regulate the use of artificial intelligence;(ii) be formally adopted or publicly accessible;(iii) fall within the period 2023–2025;(iv) relate to at least one domain of university activity (education, research, or administration). The dataset supports comparative and longitudinal analysis of institutional AI governance and serves as an empirical foundation for assessing policy maturity, identifying regulatory gaps, and examining the alignment of university-level approaches with international frameworks in AI ethics, academic integrity, and research governance. This dataset is particularly relevant for research in higher education policy, AI governance, research integrity, and open science, as well as for institutional decision-makers and policymakers engaged in the development of AI regulatory frameworks.
