在整理相关文献、现有可查新闻报道和近年疫情发生的基础上,结合我国鼠疫防控实际,对2022年北京-张家口冬奥会鼠疫发生的风险进行研判。采用德尔菲法进行咨询,识别和确定评估疫源地和冬奥会举办地核心区及核心区外围鼠疫发生/流行风险因素或指标。依据国内外人间鼠疫疫情形势,整理收集了自2018年以来国际、国内人间疫情概况、毗邻河北省的内蒙古自治区有关盟市动物间疫情情况,河北省全省动物鼠疫监测情况,河北省张家口市崇礼区以及京张铁路沿线媒介生物调查情况。根据河北省及其周边动物间鼠疫动态变化以及河北省鼠疫防控相关人员、物资等储备,评估冬奥会期间鼠疫发生的可能性,并提出建议,完成冬奥会鼠疫风险评估报告,评估结果:2022年北京冬奥会鼠疫存在发生风险,风险等级中等。

Based on the collation of relevant literature, publicly accessible news reports, and recent epidemic outbreaks, combined with the actual practice of plague prevention and control in China, this study conducted a risk assessment of plague occurrence during the 2022 Beijing-Zhangjiakou Winter Olympics. The Delphi method was employed for consultation to identify and confirm the risk factors or indicators for plague occurrence and epidemic in the epidemic foci, the core zones of the Winter Olympics venues, and the peripheral areas of the core zones. In accordance with the domestic and international human plague epidemic situation, the general status of international and domestic human plague cases since 2018, the animal plague epidemic situation in relevant prefectural-level cities of the Inner Mongolia Autonomous Region adjacent to Hebei Province, the animal plague monitoring data across the entire Hebei Province, and the vector surveillance data in Chongli District of Zhangjiakou City, Hebei Province and along the Beijing-Zhangjiakou Railway were collected and sorted out. Based on the dynamic changes of animal plague in Hebei Province and its surrounding areas, as well as the reserves of personnel, materials and other resources for plague prevention and control in Hebei Province, the possibility of plague occurrence during the Winter Olympics was evaluated, and targeted suggestions were put forward. Finally, the plague risk assessment report for the Winter Olympics was completed. The assessment results indicate that there is a risk of plague occurrence during the 2022 Beijing Winter Olympics, with a medium risk level.
