The plans for the prevention of natural hazards were established by the Act of 2 February 1995 on the strengthening of environmental protection. They are the essential instrument of the State in terms of risk prevention. Their objective is to control the development of urban planning and land use in areas at risk.
For natural PPRs, the Environmental Code defines two categories of zones (L562-1): risk-prone areas and areas which are not directly exposed to risks but on which measures may be provided to avoid aggravating the risk.
Depending on the level of hazard, each zone is subject to an enforceable regulation. Regulations generally distinguish between three types of areas:
1- "no-build zones", known as "red zones", when the hazard level is high and the general rule is the prohibition on building;
2- "prescribed areas", known as "blue areas", where the hazard level is medium and projects are subject to requirements adapted to the type of issue;
3- areas not directly exposed to risks but where agricultural, forestry, craft, commercial or industrial structures, structures, developments or holdings could aggravate risks or cause new ones, subject to prohibitions or requirements (see Article L562-1 of the Environmental Code). The latter category applies only to natural PPRs.
This PRI covers the municipalities of SOLARO and VENTISERI.
