PROBLEM TO BE SOLVED: To provide fibrous cellulose having a phosphorus oxo acid group and excellent in heat resistance. SOLUTION: The present invention relates to fibrous cellulose including a phosphate group and a phosphorous acid group. The method for manufacturing the fibrous cellulose includes the step of mixing a compound having a phosphate group and/or a salt thereof， a compound having a phosphorous acid group and/or a salt thereof and urea and/or an urea derivative with a cellulose raw material to obtain a cellulose raw material having a phosphate group and a phosphorous acid group.
