In law, the rights of ethnic minorities are protected.
A YES score is earned where all the following conditions are met:
1) a constitutional principle guarantees protection of ethnic minorities from discrimination,
2) there is a specific law for ethnic minorities that establishes the process for the rights to be implemented, and
3) this law includes at least: a) a prohibition to discriminate based on belonging to a national minority, and b) a specific right to maintain and develop the essential elements of their identity (religion, language, and traditions).
A NO score is earned where no such law exists. It also scores NO if there's only a generic constitutional principle such as ""all persons are equal regardless of their background.
