Registered Validation Amendment and Prospective External Validation Protocol for Permission Is Not Competence

This deposit documents a post-outcome validation redesign for the documentary study Permission Is Not Competence: Assuring Human Capability in AI-Assisted Peer Review and prospectively freezes an external validation stage before inspection of the external reviewer-AI governance corpus. The original pre-data protocol remains publicly preserved at DOI 10.5281/zenodo.21988866. The redesign does not retroactively alter the confirmatory status of the original analyses and does not claim human intercoder reliability. It specifies criterion-referenced evidence-linked proof objects, counterevidence search, semantic abstention, deterministic independent computational derivations, mutation testing, specification robustness, failure and rollback rules, and a prospective external governance-frame validation.
