Replication materials for the paper 'Data before models: statistical capacity and open-data governance as the binding AI input in a catch-up knowledge economy' (submitted to Technology in Society). Contains the assembled cross-country panel for eleven economies (World Bank Statistical Performance Indicators, World Bank WDI, OpenAlex AI research output), the code that builds the Data-for-AI Readiness (DAR) index and runs the descriptive regressions, and the figures.
