SB 79 Transit-Oriented Development (TOD) Zones and Tiers

The SB 79 TOD Zones and Tiers dataset is a polygon feature class representing transit-oriented development zones associated with qualifying transit stops and stations within the SCAG region. The dataset was developed using statutory criteria established under SB 79 and informed by advisory guidance issued by the California Department of Housing and Community Development (HCD). Source data includes GTFS data, transit agency-provided geospatial datasets, validated station shapefiles, and SCAG regional planning datasets. The layer includes TOD zones and tiers associated with qualifying heavy rail, light rail, commuter rail, and eligible bus rapid transit (BRT) facilities, where applicable. TOD zones were generated using defined buffer distances associated with SB 79 eligibility criteria, including 200-foot adjacency areas, quarter-mile zones, and half-mile zones.
