2027 Express Entry Reform Evidence Tracker
收藏资源简介:
Replaced, 3 November 2026. A corrected version is at 10.5281/zenodo.23925931. Use that version. This version's E02 does not say that IRCC's removal of the LMIA requirement for Express Entry job offers also took effect on 3 November 2026, it does not say that E05's source link now opens the amended instructions, and its correction notice below describes the deleted Acceptance QA items as removed notes. Correction notice, 3 November 2026 (version 2026-11-03.2). What was wrong in version 2026-11-03: the status-board figure still filed E05 under CURRENT RULE although the ledger labels it RULE AS CHECKED 26 SEP 2026; the figure's wording for E01 and E10 was broader than the ledger's; the Reform Matrix rows for job-offer points and Canadian work experience gave the points without IRCC's rule that points come from one or the other, not both; and that version's correction notice left out some changes and read as more complete than it was (corrected list below). What changed in this version. Status-board figure: E05 now sits under its own heading, RULE AS CHECKED 26 SEP 2026; the E01 and E10 text now matches the ledger; the check-date line reads 26 and 29 September 2026; the figure's text description names the new heading; the E04, E08 and E11 cards were repositioned with no text change. Reform Matrix: the rows Job-offer CRS points and Canadian work experience quality add "IRCC: you can only receive points for Canadian work experience or an eligible job offer, not both; you get the score that gives you the higher number of CRS points." and those two rows are taller; the link label CURRENT on the rows CRS core factors, Job-offer CRS points, Canadian work experience quality and Definition of Canadian work experience now reads INSTRUCTIONS AS CHECKED 2026-09-26. Evidence Ledger and main CSV: the Notes for E02, E05 and E06 add a sentence saying when the status wording on the 3 November change was added. Methodology: the State note adds that wording was corrected on 3 November 2026; the row Date checked is now Dates checked and gives 2026-09-26 and 2026-09-29; the non-claim row about DA gain was deleted. ATIP Control: the rows Current tracker treatment, Reason, Current status, Required dependency and Publication rule were reworded to remove internal project wording. Acceptance QA: the evidence text of items 3 and 5 was changed, and item 5 now records a re-open on 2026-11-03. The author of the two cell comments changed from OpenAI to MAK Canadian Immigration Services. README: version, check-date wording and one new control line. CITATION.bib and CITATION.ris: version and DOI. manifest.json and the ZIP were rebuilt, and the ZIP's name now carries this version. What did not change in this version. Every other workbook cell and main CSV cell, including the 11 evidence rows' classifications, source URLs and dates checked, and the 2027 planning figures. DA-R01-F01-Evidence-Ledger.csv, DA-R01-F02-Official-Evidence-Timeline.svg and DA-R01-F02-Timeline-Data.csv are byte-identical. For this version only IRCC's changes page and the two Canada Gazette issue indexes were read again, on 3 November 2026. Rows not named here were not researched again. Earlier correction, stated accurately. Version 2026-11-03 replaced version 2026-10-05, which still called the job-offer and work-experience position from before 3 November 2026 "current" and "under consideration", and whose description carried no date. IRCC's changes page (page details 2026-10-16) says the changes apply as of 3 November 2026. Version 2026-11-03: stated the change and its date in E02, E05, E06 and the Reform Matrix rows for CRS core factors, job-offer points and Canadian work experience; changed E05's name, source date, finding, limit and note, the note dropping its job-offer page link and gaining a changes-page link, and labelled E05 RULE AS CHECKED 26 SEP 2026; narrowed the status wording of E01 and E10 from a targeted recheck through 2026-09-29 to the two Canada Gazette issues actually checked, and added links to those issues; corrected a typo in E04 and the E09 source date; made the ledger subtitle read 26 and 29 September 2026, the row dates being already correct; removed internal workflow notes from Acceptance QA items 6, 7 and 8 and one Methodology note; added check dates to the status-board figure; and changed "verified" to "checked" for MAK's own checks, including the column Verification Date (now Date Checked) and the Evidence Level value (now CHECKED). It also added the changes-page link to Reform Matrix source cells E11, E12, E13, F12 and F13; renamed Reform Matrix columns B and D; added the RULE AS CHECKED definition to the Methodology CURRENT RULE row; narrowed the Gazette wording in the Methodology FINAL LAW row and Acceptance QA item 9; dropped 'methodology TXT' from Acceptance QA item 4; and changed the figure's E01 date wording from 'as of 2026-09-26' to 'through 2026-09-29'. It did not change the Evidence Ledger's Exact Source URL column, the 2027 planning figures, or any ledger classification other than E05. Dated record: evidence checked on 26 and 29 September 2026. IRCC's Express Entry changes effective 3 November 2026, which added a Labour Market Integration factor and reintroduced job offer points in the CRS, appear only where a row says so. Rows labelled CURRENT RULE describe the position on their check date. For today's rules see IRCC's changes page. Evidence ledger separating the Express Entry rules in force on the check date from proposals, consultations and related evidence for 2027 reform planning. It is designed to be citable and updateable, not predictive. Core evidence is traced to official Government of Canada, IRCC and Department of Justice sources.
