Background: The goal of this study was to use a flexible and sustainable approach that promoted responsiveness to the needs of the community and the changing pandemic context while reducing COVID-19 testing disparities. This study refined and tested implementation strategies prioritized by the Community and Scientific Advisory Board. These strategies included walk-up free on-site testing, promotores-led COVID-19 test counseling and preventive care reminders, and no-cost vending machines that dispensed FDA-authorized self-testing kits. Materials/Methods: Aim 1 of the study was to refine and operationalize the multi-component implementation strategy bundle and a related set of outcome metrics for FDA-authorized COVID-19 rapid testing. Aim 2 of the study was to implement and evaluate the impact of the innovative, multi-level, and multi-component implementation strategy bundle to optimize COVID-19 rapid testing among underserved Latino communities in Central and South San Diego using a roll-out implementation optimization study design across four clinics over 18 months. Outcome/Impact: Outcomes of this study identified solutions and evaluation methods to refine a multi-component implementation strategy bundle using a Community and Scientific Advisory Board. The study also implemented and evaluated the strategy bundle to optimize COVID-19 rapid testing among underserved Latino communities to include vending machines, community health workers, and walk-up testing tables.
