水电愿景路线图

2023年10月11日，美国能源部发布新版《水电愿景路线图》（HydropowerVisionRoadmap），这是2016年发布的水电愿景报告的更新升级。新版路线图提出，随着技术的不断进步、市场机制的创新以及对环境可持续性的关注，到2050年，美国水电的发电和存储总容量预计从目前的101GW增长到近150GW。该路线图制订了5项具体计划：1）水电设施先进技术GoalsandactivitiesintheAdvancedTechnologyareaaredrivenbysupportingflexibleenergygenerationthroughthedesignanddemonstrationofinnovativeandresilienthydropowercomponents,structures,andsystems.2）可持续发展和运营GoalsandactivitiesintheSustainableDevelopmentandOperationsareaaredrivenbyintegratingenvironmentalstewardship,responsiblewatermanagement,culturalresourcepreservation,andecosystemprotectionandrestorationintothedevelopmentandoperationoffacilitiesandwatershedsthatproducehydropower.3）估值的提高GoalsandactivitiesinthelmprovedValuationareaaredrivenbyrecognizingandcompensatingthefullsetofservicesandvaluesprovidedbyhydropowerandpumpedstorage,encompassingpowerandnon-powerserviceswithinallinvestmentandoperationalcontexts.4）优化的监管流程GoalsandactivitiesintheOptimizedRegulatoryProcessareaaredrivenbyensuringanefficientandpredictableregulatoryprocessthatsupportsenvironmentalstewardship,responsiblewatermanagement,andpublicsafety.5）加强协作、教育和推广GoalsandactivitiesintheEnhancedCollaboration,Education,andOutreachareaaredrivenbysustainingpublicwelfareenvironmentalstewardship,andrenewableintegrationthroughanengagedcommunitynetworkandreadyworkforce.
