城市大脑市域治理数字化解决方案

本方案以统一地址库和人、房、企、事件等社会治理数据归集的“智能塔基”建设为牵引，构建市域治理数据中心，并按照“1+5+1”安全风险防范体系（一套安全风险防范搜索引擎、五大领域安全风险防范系统和一组考核评价模型）建设要求，在智能创新应用、五大领域安全风险防范系统建设、智能搜索和智能考核评价上取得突破，初步建成市级、区（县、市）、乡镇（街道）、村（社区）四级应用体系架构。

This initiative takes the construction of the "smart foundation" for social governance data collection, which integrates the unified address database and data related to residents, buildings, enterprises and events, as the core driving force. It constructs a municipal-level governance data center, and complies with the construction requirements of the "1+5+1" safety risk prevention system, which consists of one safety risk prevention search engine, five domain-specific safety risk prevention systems, and a set of assessment and evaluation models. Breakthroughs have been achieved in intelligent innovative applications, the construction of the five domain-specific safety risk prevention systems, intelligent search, and intelligent assessment and evaluation, and a four-tier application system framework covering municipal-level, district (county-level city), township (subdistrict), and village (community) levels has been initially built.
